St. Louis MetroLink Cross County Extension Project

Transit

This extensive project added eight miles and nine stations to the existing, previously one-route system. The project’s alignment included extensive stretches of both tunnel and elevated construction. Also included in the project were a 10-level parking garage at the new Brentwood I-64 station, and an 800-car park-ride lot at the Shrewsbury-Lansdowne I-44 station. PCG provided construction management support including independent cost estimating for change orders, change proposals and provided claims analysis. PCG developed 121 independent cost estimates over a two year period to support change orders and change proposals.

PCG evaluated/analyzed the contractors’ monthly construction schedules, performed schedule and critical path analysis, reviewed recovery schedules, reviewed time impact analysis, prepared  monthly cost summary and monthly forecast expenditure reports, conducted the monthly Master Schedule review meetings with Program management, development independent cost estimates to support change orders, change proposals and the Owner’s position on contractor Claims.

PCG was also tasked to prepare a master project schedule, incorporating the activities of the eleven (11) general contractors involved on this six (6) year design & build construction project. PCG personnel also worked with the Owner to develop the schedule specification to be used by the multiple contractors. While serving as the Owner’s Rep, PCG participated in claims negotiations between the Owner and the various construction contractors,
